STC voters face renewal millage Aug. 7




ST. CHARLES – On Tuesday, Aug. 7, the voters of St. Charles Community Schools will be asked to consider the renewal of the operating millage for St. Charles Community Schools.

This consideration is for the 18-mill levy on non-homestead property. This request was approved by voters in May, 2009.

The operating millage renewal proposal reads as follows:

“Shall the currently authorized millage rate limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in St. Charles Community Schools, Saginaw County, Michigan, be renewed by 18.8195 mills ($18.8195 on each $1,000 of taxable valuation) for a period of 10 years, 2019 to 2029, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2019 is approximately $578,000 (this is a renewal of millage that will expire with the 2018 tax levy)?”

This renewal would continue the 18-mill levy from previous years and is only levied on non-homestead property (seasonal residence, second homes and business property). The ballot proposal has no impact on homeowners, who do not pay the non-homestead levy.

Historically, St. Charles voters have supported such renewals.

The consideration will not impact residents’ primary residence or increase taxes; it does continue the current tax levy on business, industrial, vacation homes and second homes.

The renewal represents eight percent, over $578,000 of the school district’s budget and is collected through the foundation allowance from the State of Michigan as part of St. Charles Community Schools per pupil funding allowance.

If not approved the district would not receive full funding from the state which would equate to a loss to the school district of $578,000 or $640 per student.

The 18 mill non-homestead millage affects only general operating funds; it does not correlate to the current bond and will have no impact on levies or bonds previously approved and currently in place.

“I would like to see as much participation in the vote as possible so we have a good representation,” St. Charles Community Schools Superintendent Michael Decker said.
